今日は、中高校生のチベット人難民第3・4世代の男の子たち20人がカトマンズの国連事務所に侵入してアピールするニュースが流れました。ニュース画像
故郷をしらない世代ががんばっています。一昨日は、カトマンズ街中でのデモ参加者600人中450人が逮捕されたそうです。見境なしにこん棒で殴るけるの暴行は目に余ります。やはり、ネパールに対するアクションも必要と思います。なお、今のネパール駐日大使は、タマン族といってチベット系の民族だそうです。

「ネパール警察によるチベット難民への暴力をやめさせてください！」

ご存知のように、ネパールには約2万人のチベット難民が住んでおります。
3月10日にチベット本土で起きた平和的デモ 、続いて動乱が起った14日頃から、こちらでも在ネパール・チベット人たちによって抗議行動が各所で起きています。
主に、国連事務所、アメリカ大使館、中国大使館前での「平和的プロテスト」ですが、集まるとすぐに連行車両に押し込まれてしまいます。

プロテストはネパールの法律では犯罪ではありませんが、しかし、ここ毎日のように逮捕者が続出。少ない時で20人前後、多い時で450人が逮捕と毎日のように報道されています。
ネパールの警察は非常に暴力的で、おばあちゃん、若い子供にまで警棒で容赦なく暴力をふるいます。
中国政府からネパール政府には、チベット関係すべてのプロテストを禁止するようにという要請が出ており、ネパール政府はそれを受けました。

私の友人のお母さん（67歳）は、警棒でひどく殴られ、ひざ下があざだらけになっています。また、高校生がひどく骨折して、1週間経つ今も入院しています。もしかして歩けなくなるかもということです（ネパールの医療事情悪し）。
留置所に入れられ、釈放までの間、多量に出血していても、手当てを許されないというケースも出ています。

以下、抗議文です。
内容は、
ネパール警察がチベット人プロテスターを殴っている報道に対して、悲しみと不安を感じること、
ネパール政府が中国政府からの圧力でチベット・プロテストを禁止している事、
今すぐに暴力を止めて、平和的抗議行動に許可をすることを強く要請します。
ネパールは平和的な国だと信じたいです。

というものです。
ちなみに今の駐日大使はタマン族の人です。

親愛なる大使へ

先週来、チベット内外の世界各国で、中国政府と国連に対してチベットにおける人権状況改善への対応を求める抗議運動が行われていますが、この参加者に対してカトマンズで行われているネパール警察の対応を、私は深く憂慮しています。

テレビやニュースでは、ネパール国内、特に国連事務所、アメリカ大使館、中国大使館前で行われるチベット問題に対するデモへの弾圧が次々と報道されています。カトマンズの国連事務所前で、この問題への国連の介入と国際調査団派遣を求めて連日デモが行われ、そのチベット人参加者たちが警察官に激しく殴打され、逮捕状なしに大勢が拘束されているのを見ました。暴行を受けたチベット人には婦人や若い女性や子供、僧侶も数多くいました。
私はこの場面を見て、本当に悲しくてなりません。
けが人も多く出ていて、重傷者が入院しているそうです。

彼らは暴動を起こしている訳ではありません。本来、ネパールではデモへの参加は犯罪ではないと聞きます。デモやストライキが日常茶飯事のネパールで、なぜチベット人はデモが許されないのでしょうか。おどろくべきことに、民主化を達成したはずのネパール政府に対し、中国政府がチベット解放運動を禁止するように注文をつけたとも聞きます(中国は世界中にそのような要請を出しています)。

私はネパールにも言論の自由があると信じています。
閣下におかれましても、このように非民主的な警察や政府の対応を、世界が知ることをお望みではないのではないでしょうか。

この2点を私は閣下にお願いする次第です。
ネパールが平和な良き国であると思えるようにしてください。

日本オリンピック協会会長様

人権と人間の尊厳を憂う一市民として、IOC及び北京オリンピック実行委員会が聖火リレーのチベット通過計画を強行しようとしていることに深く憂慮しています。

現在、チベットには言論と行動の自由はなく、全土が戒厳令下に置かれています。国際メディアによると、チベット内外域の死者は百人から五百人以上、逮捕されたり拘束されたりする人も毎日数百人～数千人に至っています。捜査令状なしの恣意的逮捕、戸別捜索、殺害、さらには児童への暴行などの報告が相次いでいることに対して、IOCも何らかの対応をすべきではないでしょうか。

聖火リレーのチベット通過は、各地の緊張をさらに高め、それに対して中国政府がさらなる暴力的弾圧を加えることの言い訳になり、間違いなくさらなる拘束、死者を生み出す結果につながります。チベットの武力制圧という未曾有の事件の直後に、何事もなかったかのように聖火リレーをチベット通過させようとすることは、２００８年北京オリンピックのみならず、オリンピックの信念そのものにたいして、歴史的汚点を残すことになります。聖火リレーは祝福の行事であるべきで、誰かが誰かを支配するためのプロパガンダの一環を担ってはならないのです。

世界中のチベット人たちは、チベットでの人権状況の改善というオリンピック招致時の公約が果たされていない以上、オリンピック聖火がチベット国境を通過することを望まないという態度を以前から明確に示しています。中国政府は、聖火リレーを絶対にチベット通過させるとしていますが、これは中国に対する世界的抗議に対抗して面目を保ち、チベットの統治権は中国にあるという主張を裏付けるための政治的動機によるものです。私は、IOCが、世界からの抗議になんとしても屈しず権力と支配力を保とうとする中国政府の都合よりもチベット人の願いと本来のオリンピック精神の価値の方を大切にすることを求めます。

チベット自治区全域及び、アムドやカムといったチベット圏(現青海地方と甘粛省、四川省、雲南省)を、北京オリンピックの聖火リレールートから除くよう、至急IOCに要請して下さい。オリンピックを、本来の理想の「平和と友好の象徴」でなく、「商業主義と抑圧と人権無視の象徴」にしないでください。

世界中の良心的な人々、アスリート、そして政府がチベット支持に応じています。
「聖火リレーのチベット通過反対」の意思表示をしてください。

To the President of the NOC of [insert country],

As a citizen concerned about fundamental respect for human rights and dignity, I am deeply concerned that the International Olympic Committee and the organizers of the Beijing games are continuing with plans to carry the Olympic torch through Tibet.

Right now in Tibet, there is no freedom of speech or movement and the entire nation is under martial law. International sources report that over a hundred Tibetans have been killed and hundreds more arrested or detained. As reports spread of arbitrary arrests, house-to-house raids, killings, and even beatings of schoolchildren, it is unthinkable that the IOC would continue to move forward with 'business as usual.'

Allowing the torch to be carried through Tibet will greatly escalate tensions, giving the Chinese government an excuse to continue its violent crackdown, which will undoubtedly lead to more detentions and deaths. Allowing the torch through Tibet would indelibly tarnish not only the 2008 Olympics but the Olympic movement. The Olympic torch relay should be a celebration that unites people, not a propaganda exercise in which one people seeks to assert its dominance over another.

Tibetan people everywhere have made it clear that they do not want the Olympic torch to pass through their borders. The Chinese government's fervent desire to see the torch pass through Tibet is politically motivated, aimed at saving face despite the widespread protests, and asserting its sovereignty over Tibet. I urge you to place the needs of the Tibetan people and the values of the Olympic movement ahead of the Chinese authorities' desire to project an image of power and invincibility.

Please immediately appeal to the the IOC to withdraw the Tibetan Autonomous Region and the Tibetan provinces of Amdo and Kham - now annexed into China's Qinghai, Sichuan, Yunnan, and Gansu - from the Beijing Olympic Torch Relay route.

People, athletes and governments of conscience worldwide have responded with an outpouring of support for Tibetans inside Tibet.

Please join us in saying "no torch through Tibet" .

このため、手間はかかりますが、TSNJでは抗議Faxやはがきの方を推進します。

Support the Protests in Tibet!

Hundreds of Tibetans inside Tibet have carried out protest demonstrations over the past two days, marking the 49th anniversary of the Tibetan National Uprising. Protests of this scale are rare inside Tibet because of the absolute lack of political space. With the Olympic spotlight on China, Tibetans inside Tibet see this as a critical opportunity to challenge China's rule in Tibet and to demand freedom.
It is critical that the protesters receive the full support of the global community. Please show the Chinese government that the whole world is watching and demand the immediate release of all Tibetans who have been detained in these peaceful protests. I am shocked to learn that peaceful protests by Tibetans in recent days were violently stopped by the paramilitary People's Armed Police and that dozens have been arrested.
A witness of the Drepung protest, in which monks were simply walking and calling for the release of fellow monks who had been arbitrarily arrested after the Dalai Lama was awarded the U.S Congressional Gold Medal last October, reported that 10 military vehicles, 10 police vehicles, and several ambulances arrived at the checkpoint where the march was stopped. This raises serious concerns about the safety of the monks.
In central Lhasa, 17 people, including a 15-year old monk, were arrested for a protest and harshly beaten. They include Lobsang (15), Tsultrim Palden (20), Lobsang Ngodup (29), Lobsher (20), Phurdhen (22), Lobsang Thukjey (19), Lodie (30), Thupdon (24), Shoepa (30), Tsegyam (22), Gelek Pel (32), Tenpa Rigsan (26), Thupwang (30), Pema Garwang (30), and Samten (17).

On March 11th, 600 monks from Sera Monastery began marching to Lhasa, calling for the release of the monks arrested the previous day and for Tibet to be free. Approximately 2000 People's Armed Police and Public Security Bureau personnel fired tear-gas into the group.
I am appalled that your government has violently supressed the rights of these Tibetans to peacefully express their opinions. All of the protesters who have been detained must be released immediately.
I am deeply disturbed that China, preparing to host the Olympics in merely 147 days, is blatantly trampling on one of the most basic human rights - freedom of expression. Actions such as these arrests continue to stain China's international reputation.

Your government promised to improve respect for human rights before the Olympics begins, but your actions in Tibet show the opposite.
I will be following this situation closely in the coming days and alerting my government representatives to the situation inside Tibet. I urge you to release all the detainees and stop further use of violence against Tibetans.

I am very concerned to learn that the Indian government has ordered the Tibetans' nonviolent March to Tibet stopped. I came to know through international media reports that early this morning Indian police arrested and forcibly removed the 100 Tibetan marchers from the road near Dehra bridge, 63 kilometers from Dharamsala.
I understand that the marchers are now being held under house arrest in a dormitory at Jawalamukhi.

More than any other country, India has witnessed the enormous suffering of the Tibetan people - both inside and outside Tibet. For Tibetans worldwide, India holds deep spiritual significance and for many, it is a second homeland. I am very grateful to the people and government of India for the kindness and hospitality you have shown to the Tibetan people. I trust that you will now see the Tibetans' longing to reclaim their country is only natural and, as a nation that waged its own independence movement, I hope that India will show support for this initiative.

The March to Tibet is a peaceful march inspired by the great non-violent approach of Mahatma Gandhi and the Indian people. India is the largest democracy in the world and as such, I believe should respect the Tibetans right to March to Tibet. The Indian authorities issued a restraining order against the marchers on March 10th, alledging that their actions could lead to a breach of public peace. This is simply not the case. The Tibetan people have demonstrated their commitment to nonviolence time and time again and the Tibet movement is recognized worldwide as one of the greatest peaceful struggles of all time. These marchers have undergone strict nonviolence training and have stated their dedication to this approach.

The March to Tibet has gained enormous international support. I hope India will also support the Tibetan people in their just cause and facilitate their journey home. I call upon the Indian government to immediately release all of the marchers and permit this march to continue. This movement is a tribute to the spirit of the great Gandhi, whose teachings are being practiced by the Tibetan people in their struggle for freedom.
